AFAIk Google have only said they will pull search. If they blocked GMail in particular they would never be trusted again.
But it seems that those in the article think that other search engines will work or will be 'equal', not realising that some of the alternatives just grab their results from google.
There would be short-term pain but TBH this could be an opportunity. Google has mindshare. When people think of search they think of Google. In effect this is a monopoly player threatening to allow others in to the market. I wish a few more monopolies would make threats like that. Yes Google search is fantastic but a lot has been learnt about search since Google's original algorithm was a research project. Google mindshare has been keeping others out of the market. That might not be true in Australia in the near future.
