This sort of legislation is likely to be self-defeating.  It's unlikely to 
catch the obsessed lone individual because their activities are hard to detect, 
as stated after the recent Melbourne attack.  And a well organised group with a 
significant number of members will simply ban online activity.  I think it 
would be better to do nothing and at least retain the ability to monitor 
meaningful metadata.

It's also reasonable to ask why decryption is now required when logging 
metadata was so heavily pushed as the answer.
