As far as I can tell, the bot should have the same notification settings as the rest of the non-silent bots. Looking at buildbot/osuosl/master/config/status.py it would be using the "problem" mode (http://docs.buildbot.net/2.8.3/manual/configuration/reporters.html#mailnotifier-arguments) which is the one we'd expect.
Do you have one of the notifications, what is the to/from set to? Maybe I can figure it out from the form of the mail.
