Ok, that was not clear in the report email.

In particular, it would have been very useful to see the actual failure:

Ok, that explains why it's a "merge error" - that's when the PM
changes came in, and hit the "-Werror" checking.

The actual bug was introduced in commit bb8c26d9387f ("cpufreq:
vexpress: Set CPUFREQ_IS_COOLING_DEV flag") but at that point only
caused a warning. When it was merged into my tree, that warning turned
fatal.

Fixed by commit b60cee5bae73 ("cpufreq: vexpress: Drop unused variable")
