Yes, this is possible.

First you have to compile the kde-gui. 
The correct options for configure is "--with-kde" (not only --kde!!!). Then 
make and make install the qt-gui plugin again.
Afterwards run "licq -p kde-gui", and then you should be able to use the dock 
icon :)
