I had the same problem.
What happens is that Licq doesn't talk the same protocol as ICQ 
Groupware. I solved it by replacing the Mirabilis Groupware server by 
IServerd (http://iserverd.khstu.ru/) which is a Unix clone. The 
advantage of this Unix clone is that, not only it talks the ICQ 
Groupware protocol, but also it talks the ICQ 99 protocol. This means, 
that existing ICQ Groupware clients will continue to work, Licq and also 
ICQ 99 for Windows!

IServerd author is working on the ICQ 2000+ protocol support, which will 
enable us to use the latest versions of Licq, ICQ, Miranda, Trillian, 
etc. Meanwhile, you'll need to use Licq 1.0.4 in order to work with 
IServerd (later versions don't work).
