Strange.  However, the Windows client does have some settings which
say, basically, "anyone who sends me a message must go through the
server".  It might be that people sending messages are automatically
going through the server to get to the Windows clients but trying to
connect direct with the Licq clients.

Try using Licq from outside the network to send a message.  Does the
"send through server" box appear checked or not?  Do the Windows clients
advertise their port number (in "IP" in the "general info" section of
Licq)?

In Licq, in the Network tab of the Options window, there's a checkbox
for "I can receive direct connections."  Try turning that off for the
clients inside the firewall.
