You are probably using Licq 1.2.0, right?
This version seems to speak ICQ newer protocol, while IServerd understands
only ICQ98-groupware and ICQ99 protocols.

IServerd author is working on the ICQ 2000+ protocol, which will enable us to
use the latest versions of Licq, ICQ, Miranda, Trillian, etc. Meanwhile,
you'll need to downgrade to Licq 1.0.4 in order to work with IServerd.

There's a caveat: if you are using KDE 3, you'll not be able to compile Licq
1.0.4 with the kde-plugin; this mean that Licq will not dock into kicker. To
solve this, I have compiled Licq 1.0.4 with the QT2 libraries and made the
RPMs. Now Licq 1.0.4. docks into KDE 3 kicker. If you want these RPMs, just
