They are working on h264 support. You can checkout the h264 branch via
git clone git://anongit.freedesktop.org/libva
cd libva
git checkout -b i965_h264 origin/i965_h264

I tried the above h264 branch, it complied but vaininfo returned error.
The problem is that even mpeg2 files could not be played by
mplayer-vaapi -vo vaapi -va vaapi <file> using upstream libva
I do not know why.
