At my company we are interested in creating a port to allow libuv run on Windows CE 6.0 (that lacks GetOverlappedIO * functions). It doesn't need to be as performant as the regular modern desktop OS versions of course, but the api semantics should be consistent, as we have libraries depending on libuv potentially impacted by such changes. This probably means implementing the event loop on top of select or WSAWaitForMultipleEvents for regular sockets and run everything else (fs operations and the rest) in thread pools, sending async notifications to the loop thread. We don't need the port to cover 100% of what libuv does and we can list all the functions that we need to be implemented. If anybody is interested in a paid consultancy project, please let me know.
