By adding some traces, I found that error line is from this part of
solenv/bin/modules/installer/scriptitems.pm:
1246 if ( ! $installer::globals::languagepack &&
!$installer::globals::helppack)
1247 {
1248 $infoline = "ERROR: Removing file $filename from
file list.\n";
1249 push( @installer::globals::logfileinfo, $infoline);
