CI and release builds for Linux are currently done on AlmaLinux 8 (which likely has an older version of xsltproc), but developers use all kinds of distros with various versions of xsltproc.
It happens at times that people using very bleeding-edge distros run into specific issues first before they're fixed.
Your above version info however matches exactly the one I get for `xsltproc --version` on Debian testing, where I didn't see the problem you described yet, so maybe something else might play a role in addition?
