Update git submodules
* Update helpcontent2 from branch 'master'
to ba3b8d5bc6416cec3ab2d86ba8452c292681086e
- Include metacharacters fragment in ICU regexp URI
So it leads to Regular Expression Metacharacters instead of just the
page that starts with all sort of developer information not relevant to
users.
