do not build HELPTOOLS for 'host' when cross compling
* it's unnecessary, HELPTOOLS are only needed for the build
* on armv7-32-bit we had build issues
LinkTarget Library/libclucene.a not defined. Stop.
probably because of the refactoring of help related options:
