Are you passing -env:UserInstallation= with an empty URI?
Or somehow else that path is empty.

No there's only what I put in autogen.input.
Smells like an issue with expansion of bootstrap variables in
UserInstallation=$SYSUSERCONFIG/libreoffice/4
in instdir/program/boostrap.ini (or whatever that is in your implicitly
--disable-release-build configuration).
