Update git submodules
* Update dictionaries from branch 'master'
to 2bfbaa38e1acd6984a3745c1668ad78096c3fa00
- tdf#138368 bump pt_BR dict version to 3.2.14
* version increased to hold changes on file conversions to UTF-8
* convert hyphenation to UTF-8
* cleaned README file
