Yes it is, only changes are layout. (and a separate patch to make it readable again will be huge again :( ). Only thing is, to make comparing with the old (say 2011) Labels.xcu usefull, that will have to have its layout changed; I did the vi search/replaces on both the old and the new Labels.xcu... I have put the diff file I made as attachment to bug 44516, so you can see the result.
