I can see only two places in the code which will emit this element:

1. A chart object (e.g. in a spreadsheet) contains a <table:table> representing the data for the chart. LibreOffice always emits <table:table-columns> for this table.

2. A database (odb) file can contain reports containing tables, which will be emitted with <table:table-columns>.

What is the purpose of this element?

In both of these cases the <table:table-columns> simply wraps all the <table:table-column> elements, which looks redundant to me.
