that smells like some other process has that file open already. Probably some runaway process from a failed previous build (but why would an initial 'make clean' in preparation for this build not have failed, then?). There were similar failures with Windows Gerrit/Jenkins build over the last weekend, too. Hopefully Norbert (on CC) can have a look and clean things up.
(The downside of ignoring such random Windows build failures for Gerrit/Jenkins builds would be that the failure happens so early during the build that it might hide real issues with a Gerrit change.)
