Right ;-) they should all be built, and delivered into the solver, but
only the ones you specify should be bundled, and end up in
setup_osl.ins; cf. the:
SCPDEFS+=-DTHEME_TANGO
etc. stuff, and #ifdef THEME_TANGO etc. in the scp2, eg.
scp2/source/ooo/file_ooo.scp.
