If you disable the "[ ] Replace option" it wont be applied when typing but (after checking "[x] Replace") per Tools > AutoCorrect > Apply. Extended Tooltips exist (activate it per Tools > Options > General) but don't explain the workflow. The online help at https://help.libreoffice.org/25.2/en-US/text/shared/01/06040400.html also contains of no further details but the documentation https://nextcloud.documentfoundation.org/s/trBdof3TTTPZ6sn (p.110 ff "Autoformatting") goes into detail. The issue boils down to the fact that the whole dialog seems to rely on what is defined as default under Tools > Options > Language > Default Language (for Western documents). But in fact changing the quotation replacement affects all languages. Users should either be able to change the quotation per language, eg. by making the dialog context aware with a dropdown on top that responds to the paragraph language and allows to change the scope, too. Or, if that's not possible, have the "[ ] Replace" feature as on/off with M/T fine-tuning under AutoCorrect > Options. I could also imagine further configuration under Tools > Options for the locales. Another improvement was discussed in bug 154619 with the idea to not always show the '/" input quotes but the actual replacements on the button. The quote replacement handling should depend on Tools > Options > Languages: "[ ] Ignore system input language" but does not (bug 139741).
