Hi! This is Bugzilla's default code. Moving an unconfirmed bug to an open state that isn't UNCONFIRMED will confirm the bug. Moving a confirmed bug to UNCONFIRMED will change everconfirmed. It is used internally for checking who can confirm bugs (has canconfirm permission) or by voting extension (confirming by popular vote).
