Description:
Attempting to edit a Writer (odt) document in Norwegian Windows environment
stops with a "Not responding" situation. The main testing is performed in
Windows 10 but it also fails in similar way in Windows 11 (Norwegian edition)

Testing the same document in US Windows 10 works as expected
Steps to Reproduce:
1. Open a writer (odt) document from Windows Explorer
2. Wait
3. Click inside the writer Window
Actual Results:
Document does not open but title shows the document name e.g
"20231002_Simple.odt - LibreOffice Writer (Svarer ikke)"
"Svarer ikke" is the Norwegian translation of "Not responding"
Expected Results:
Document is opened and ready for editing
Reproducible: Always
User Profile Reset: Yes
Additional Info:
Also tested with a "clean" user profile with same result.

The error is not reproduced in Windows US version, where the Writer document
behaves normally.
