IIRC by default our Tagged PDF/A-3 archival and PDF/UA includes what is appropriate for AT and a11y. Size of "tagged" PDF is a secondary concern to PDF content flow from-to, locale/script tags, and including "Alternate Text" and "Actual Text" spans. By nature "tagged" PDF will balloon in size.
