I cannot change the type of tab, nor can I set the tab by clicking in the ruler
Steps to Reproduce:
1.open document
2.try to add or change a type of tab
3.click on symbol, click in ruler
Actual Results:
nothing happens
Expected Results:
should set tabs where indicated
Reproducible: Always
