I can confirm this bug still exists.  Steps to reproduce, as it only happens
when anchoring the linked image as a character:

1. Create a new text document;
2. Go to Menu Insert, Image, choose a picture and select the "Link" option;
3. Select the image, open the shortcut menu (secondary mouse button click),
select Anchor, As character;
4. Go to Menu File, Save As, choose the Rich Text / RTF format.

The image is embedded on the RTF file and not only linked, as it would happen
if the file was saved as ODT.
