Description:
After deattaching Development tools in separate window you can't attach it
back. Close-open window/component doesn't help. Only reseting profile returns
it back.
Steps to Reproduce:
1. Create or open Writer document
2. Tools -> Development tools
3. Deattach Development tools from the bottom
4. Try to attach it back
Actual Results:
Now Development tools is a separate window and you can't attach it back.
Expected Results:
You can deattach and attach Development tools window
Reproducible: Always
