We discussed this and the other topic in the design meeting.

For bug 143201, the place to stop animation is in fact not so easy to find.
Since an animated gif may contain unwanted material it could be a
security/safety issue when the animation is not shown. Browsers do usually
provide more fine-grained settings with "Show always, Show once, Toggle
animation per click, Always hide". The best place for this option is probably
under View, with default "toggle per click".

For the feedback we should do the same as video players and show a large gray
"play" triangle overlay in the middle of the image, if paused.

I would keep the two issues together. It's an enhancement, which typically has
several facets.
