Correct, it is not a bug as the MS Installer packaging is designed to remove
the prior instance on upgrade installation. The Windows packaging does not
support two "full" installations. Removal of the MSI placed desktop icon is
expected on upgrade install.
Likewise your bug 182894 was resolved NAB, with instructions on having multiple
instances of LibreOffice available to work with.
