In my opinion, ALL templates that are in the LibO-Installer should be
localized. I think the "default" Template is already localized? At least all
the Heading-Names aso are in german in my install. But the templates from the
quickstarter or Filemenu (File -> New - Template) are NOT localized (exept the
name). So when I choose "business letter"-template for example, the whole
content is english and not german. That makes the temlate useless for most
users that write non-english letters.
