If there's really no way to handle case folding with ICU, you can replace the
LibreOffice's own case folding tables via integring following files:
https://www.unicode.org/Public/UNIDATA/CaseFolding.txt
https://www.unicode.org/Public/UNIDATA/SpecialCasing.txt
Maybe you can write an automatical program or script to convert the content to
be our own table data.
