I can't reproduce your problem. If I create a new template, the "Title" in File
=> Properties => Description is empty
And eve, if it wouldn't be empty you can change it in every file, that is based
on that template.
So please provide a clearer set of steps to reproduce or attach a template that
shows the problems. Thank you
