Confirmed, it still needs an UNO command to be added to the Customize dialog
list of functions as pointed out in bug 58845 -- which remains open for this
issue. But I won't set this a dupe.

Otherwise fro OP, the Special Character dialog's split button on the Standard
toolbar holds 'Faorites' and 'Recents' allowing keyboard or mouse entry without
opening the dialog. While the <Atl>+X conversion of Unicode entries gives you
direct control of the glyph from keyboard.  Not as convenient as keyboard
specific deadkeys, or the Apple PressAndHold.app on macOS, but functional.

None the less the UNO command allowing reassignment is needed.
