I had to reboot LibreOffice in 'Safe Mode' to manually deactivate hardware acceleration (OpenGL, OpenCL, and Vulkan) because Skia was 'entrenched' and wouldn't deactivate through the regular menu. The issue was that drawing rectangles in LibreOffice Draw or scrolling through long documents with the middle mouse button was extremely stuttery and lagged for several seconds.
