In comment 27 Jim Raykowski proposed to set the flag NavigateOnSelect in LO
Writer to true. This flag is accessible through Menu > Tools > Options >
Advanced > Open Expert Configuration. One has to search for NavigateOnSelect
and set it to true.

I have tested this for

Navigating by clicking on headlines works after it!

Does this mean, that only this setting has to be set right in the packages to
be distributed? Is it something that happens in LO Writer's elephant memory
/home/~/.config/libreoffice/4/user/registrymodifications.xcu ? Namely in a line
which has to become '<item
oor:path="/org.openoffice.Office.Writer/Navigator"><prop
oor:name="NavigateOnSelect" oor:op="fuse"><value>true</value></prop></item>'?

(There is a strong indication that this file is the culprit. Changing this
setting left a trace in the mtime of this file when I made it. Btw: This file
which can grow quite large is something which urgently should be split into at
least a part of basic settings like this one and another part, which keeps the
very ephemeral things like files which had been used most recently. Once the
big elephant's memory gets out of order, it becomes very difficult to clean it
and yet maintain settings like this one, keyboard shortcuts and other things.
Maybe, it should even be split into more than 2 by items, which can easily be
collected under reasonable headlines, i.e. file names.)
