toolbar space between the toolbars after step 5

Still present.

Version: 25.8.3.2 (X86_64)

When the bug was first reported, the toolbars weren't on the same row, so the
steps now are slightly different, but the bug still shows up.

Steps:
1) Open writer
2) Insert a chart
3) While in chart edit mode, disable the 'Lock Toolbar Position' on the
standard and formatting toolbars
4) Customize the standard toolbar to only show the undo and redo buttons
5) Move the formatting toolbar closer to the standard toolbar and notice it
won't let you bring it as close as expected
6) Move it a second time and then the extra space in the standard toolbar will
be gone
