Interesting idea.

But not sure this is feasible as IIANM ligature handling now is as implemented
by OTF table within the fonts and then controlled by HarfBuzz.

Otherwise scope of LibreOffice is much broader than the limited German and
English support that selnolig provides to LaTex shaping. 

And since Unicode CLDR does not address such typographic requirements, rules
for the handling of ligature or dipthongs, beyond font OpenType internals,
would require LibreOffice localization team implementation/maintenance of those
rules. Shudder to think of requirements for some of our CTL or Ruby support in
CJK.
