I was able to directly open the file in both LibreOffice 25.8.2.2 and Excel with no issue. I was able to reproduce the password issue with the following steps: Open the file with LibreOffice > File > Save As > set type to ODF > Save. This may be a file type limitation, as I was able to proceed with the format change save using the .fods file type.
