Unable to reproduce bug in Windows 11. Following the steps did not cause a
"stuck shift" key. All keys (=, -, ,) continued to type correctly in the other
application, e.g. VSCode. 

The bug is likely specific to the Fedora/KDE environment as described in the
report. 

Tested in both:
