It seems like this nuance wasn't given enough thought
Without ruler, there seems to be nothing that opens and closes comments
It could be solved in these ways:
1. Keep the comments expansion/collapse button even though the ruler is gone
2. Introduce a shortcut as a key combination to expand and collapse comments
3. You could do them both
