These buttons have been removed in most operating systems, and I assume it's because most users do small scroll actions per mouse wheel. Somewhere deep in your system settings or the mouse configuration you might be able to control what large and small means. We should not tinker with these interactions. Making the small or large steps depending on the canvas size (aka page numbers) breaks the workflow of other users.
