Description:
Inserted image is smaller than in previous versions and cannot be moved closer
than one inch to right side of page.

Steps to Reproduce:
1. Open  existing file with image on the right side of the page (as in a
greeting card)--page 11.0" x 8.5" (landscape) 
2.Cut old image out. Insert a new image-- portrait orientation, 10.1" x 15.2",
360 ppi.  
3.Resize and move image to leave about 1/4 inch margin on right side and top
and bottom.

Actual Results:
After step 2, image should occupy 4 inches of horizontal space, but it is much
smaller.
Step 3 cannot be accomplished because image cannot be moved closer than one
inch to right margin.

Expected Results:
Image should be about 4" x 6" after insertion, but is significantly smaller.
Image should be easily movable to right margin.

I have reverted to 25.2.7.2 where the bug does not occur. 
I would have to reinstall the buggy version to get the build number
