seems obsolete, if ever useful,
it's just a grep on source file extensions.
15773 entries in solenv/clang-format/excludelist
~100 are gone (report by remove_not_existent_files_from_clang_excludelist)
along this move, pre-commit could be ((very) cautiously clarified/pythonified)
