Description:
I have installed English and German locales on my system (Arch linux). I've
previously used only the English and German dictionaries in libreoffice. I've
not installed any other language packages.
I recognized that "German" was suddenly missing from Tools -> Language -> All
Text. Insead "Russian" is suggested.
This also happens after resetting the user profile.
Steps to Reproduce:
1. write some text in writer
2. try to change language for spell-checking
3. see that suggested languages changed
Actual Results:
"Russian" displayed as suggested language
Expected Results:
"German" displayed as suggested language
Reproducible: Always
User Profile Reset: Yes

- suggest a language that also is used as a system locale
