Since we don't have access to character styles, and comments don't observe a
character style; and since comments don't observe a drawing object style or a
cell style; and since we can't select multiple comments (bug 157828) - it ends
up being the case that we can't format all comments in a calc spreadsheet or
workbook, at once.
