tdf#107074 uncommenting createLabels for the axis fixes the issue

I see it was also named as the cause of bug 127304

However, the result got better in 24.2 with
4b743de97fc133623e46827869c4ea3eb845ad47
tdf#156234: Don’t round glyph coordinates when doing subpixel positioning

With that commit, the top left chart (starting at column Q) seen in attachment
175354 has its labels rotated correctly. So only the bottom left remains an
issue.

Btw. in 5.4 I had to first bisect an intermediate state where the labels were
not visible and this was from Khaled as well:

It touched vcl/source/gdi/CommonSalLayout.cxx just like the 24.2 one. Strange
to see something about gdi have an effect on Linux, but I guess that file is
commonly used as the name implies?
