Description:
I am unable to view the entire text in the cell.

Steps to Reproduce:
1.Insert a large block of text into a cell. In my case, it was a walkthrough
text for the game Shadowgate (2014). This text should be longer than what can
fit on the monitor screen.
2.Right-click on the row number where the cell is located and select 'Optimal
Height'. Check the 'Default value' box so that the cell expands and more text
becomes visible. 

Actual Results:
I tried to enter the cell to edit the end of the text, but I can’t reach it.
I’m unable to scroll through the text. Scrolling the mouse wheel skips the
entire cell instead of gradually moving through it. The PgUp/PgDn keys do the
same. I also tried navigating with the arrow keys, but without success. I can’t
see the end of the cell on the screen. I only see its beginning, and when I try
to scroll, the next cell appears on the screen while the cell with the text
moves up and out of view.

Expected Results:
There should be an option to gradually scroll through the cell from start to
finish using the mouse wheel. The end of the cell should be visible on the
screen. This should work both when editing the cell and when simply viewing it.

Additional Info:
My screen resolution is Full HD, if that helps. 
In the mouse settings, 'Roll the mouse wheel to scroll' is set to 'Multiple
lines at a time'.
