That is the default autocorrection behavior.

The stand alone ASCII APOSTROPHE (U+0027) is replaced by the closing RIGHT
SINGLE QUOTATION (U+2019)

To disable, use Tools -> Autocorrect Options... dialog and on the  'Localized
Options' tab look to the lower half for the 'Single Quotes' settings. Uncheck
the 'Replace' checkbox.

Or you can allow the default replacement to continue but select a different
Unicode character--e.g. you could just reassign the U+0027 APOSTROPHE for both
single Start  and End quote.

Also note that the LibreOffice 25.2 release is the last supporting Windows 7
and Windows 8.1 -- you will not be able to update LO to current 25.8 release or
next February's 26.2 release.
