Chart with long labels in an Impress presentation

Consider the chart in the attached document. Its labels are diagonalized; but
if you break up "seventeen" into "seven" and "teen" in the data table - the
layout changes, and the labels are now wrapped horizontal text.

This is ok, but - I want to be able to force wrapping mode even when some of
the words don't fit, i.e. I want to be able to say I allow overlap of label
areas, and get the horizontal labels with wrapping.
