Description:
Issues as follows:

1. Doesn't work very well with CSV files that cannot be converted into LO Calc
format (eg. application logs that will further write to it). The setting is not
preserved anyway since CSV files don't save these metadata.

2. Doesn't work at all for files the user has no write access to (again,
application logs). In particular, opening the CSV file in read only mode causes
the option to become greyed out with no feedback why.

Steps to Reproduce:
1. Open a CSV file one does not have access rights to
2. Stay in read only mode

Actual Results:
I can't pin the row to always be visible without freezing them

Expected Results:
I can always pin the row to see the header
